In India Food Safety and Standards Authority of India (FSSAI) is an autonomous body established under the Ministry of Health and Family Welfare. The FSSAI has been established under the Foods safety and Standards Act, 2006 which is the statue governing the process and procedures for issuance of Food Safety License in India.

In order to keep check on the quality of Food along with growing Food Adulteration issues FSSAI has laid down scientifically based standards for foods for regulating their manufacturing, sale, storage, distribution, import etc.

FSSAI License Number Description

Food business operator, as per the applicable norms, has to apply for FSSAI license in India. After FSSAI registration the Food business is provided with a 14 digit license number which has to be displayed at the premises by the owner.

The 14-digits of the FSSAI license number is being essentially divided into 5 sections and each section helps us to understand in depth regarding FSSAI number meaning. Below mentioned are the five different sections of the FSSAI license number and its details are as follows:

Section 1
First digit indicates the status of whether the food business is registered or not.

Section 2
The second and the third digit indicates the state code which means the state where the business is registered.

Section 3
The fourth and fifth number will talk about the year in which the food business is registered.

Section 4
The sixth, seventh and eight number will help you to understand the quantity of enrolling master.

Section 5
Ninth to Fourteen is the Makers license number.

Guidelines to be followed regarding FSSAI License Number

Step 1.

The 14-digit license number of the FBO must be printed on the labels of food products.

Step 2.

The color of the FSSAI logo and text style shading should be contrasted enough to the background color of the food product packaging, so the logo and license number are visible.

Step 3.

The name and address with the FSSAI number should be delivered before the authorities importing the product.

Step 4.

The proportion of the letters, digits, and alphabets should be measured as per the Food Safety and Standard Regulations.

Step 5.

Showing the FSSAI logo also the license number on the food products explains that the Food business operator has an authentic license by the Food Safety and Standard Act.

Step 6.

Printing the FSSAI logo and license number on the product is mandatorily required.

Documents required for FSSAI Registration

  • Documents required for Basic FSSAI Registration
    • Photo of Food Business Operator.
    • Document for Identity Proof like Ration Card, Voter ID Card, PAN Card, Driving License, Passport, Aadhar Card, Senior Citizen Card, Department Issued ID (Any Two Required).
    • Supporting Documents (if any):- NOC by Municipality/Panchayat, Health NOC.
    • Address of organization along with address Proof Eg:- Any utility Bill which shall not be older than 2 Months.
    • Rent Agreement + NOC if rented.
    • Contact No. and E-Mail id of the Applicant.
  • Documents required for State FSSAI Registration
    • Form-B Duly completed and signed (In Duplicate) by the Proprietor/Partner or the Authorized Signatory.
    • Blueprint/layout plan of the processing unit showing the dimensions in meters/square meters and operation-wise area allocation (mandatory for manufacturing and processing units only).
    • List of Directors /Partners/Proprietor/Executive Members of Society/Trust with full address and contact details (mandatory for companies only).
    • Name and List of Equipments and Machinery along with the number, installed capacity and horse power used (mandatory for manufacturing and processing units only).
    • Photo I.D and address proof issued by Government authority of Proprietor/ Partner/ Director(s)/ Authorised Signatory.
    • List of food category desired to be manufactured. (In case of manufacturers).
    • Authority letter with name and address of responsible person nominated by the manufacturer along with alternative responsible person indicating the powers vested with them viz assisting the officers in inspections, collection of samples, packing & dispatch. (for manufacturers processors).
    • Analysis report (Chemical & Bacteriological) of water to be used as ingredient in food from a recognized/ public health laboratory to confirm the portability (mandatory only for manufacturing and processing units only).
    • Proof of possession of premises. (Sale deed/ Rent agreement/ Electricity bill, etc.) (optional).
    • Partnership Deed/Affidavit of Proprietorship /Memorandum & Articles of Association towards the construction of the firm. (optional) – For MoA - Three pages need to be uploaded (First page - Certification of incorporation, Second page - Authorization of food business activity and Third page - list of directors with addresses).
    • Copy of certificate obtained under Coop Act - 1861/Multi State Coop Act - 2002 in case of Cooperatives.
    • NOC & Copy of License from manufacturer (mandatory for relabellers and repackers only).
    • Food Safety Management System plan or certificate (if any).
    • Source of milk or procurement plan for milk including location of milk collection centers etc. in case of Milk and Milk Products processing units.(wherever applicable).
    • Source of raw material for meat and meat processing plants. (wherever applicable).
    • Pesticide residues report of water in case of units manufacturing packaged drinking water, packaged Mineral water and/or carbonated water from a recognised/ public health laboratory.
    • Recall plan wherever applicable, with details on whom the product is distributed.
    • NOCs from Municipality or local body.
    • Form IX: Nomination of Persons by a Company along with the Board Resolution.
    • Certificate provided by Ministry of Tourism (HRACC) Mandatory for Hotel Only.
    • For Transporters- Supporting Documentary Proof for turnover or self declaration of number of vehicles (Mandatory for transporter Only).
    • Declaration Form (In case of Delhi and Himachal Pradesh).
  • Documents required for Central FSSAI Registration
    • Form-B Duly completed and signed (In Duplicate) by the Proprietor/Partner or the Authorized Signatory.
